The fact that there are 22 pools counts for nothing. Even if those 22 clients have tightly worded, legally binding contracts, that can be transferred into your name and will still be binding (which I doubt) they can still dismiss your services. Yes, you could threaten to sue them, but would you really want clients that only stay with you because of the threat of taking them to court? And court action would cost you more than it's worth.
From my experience of sale of "pools" between pool men, 17k is ridiculously expensive. However, you don't say what the estate car is worth. Also, my experience is based on an area where there is no shortage of guys who THINK they know how to maintain a swimming pool!
80 Euros a month is about right for a legal, insured pool man who pays his taxes properly etc. Sadly, there is always someone who will do it for less because he does it "cash in hand" and isn't properly insured etc, and short-sighted clients are ok with that.
I would think very carefully if I were you. Just my opinion though!
