Advice please on residency requirements

Hello can any one advise me on residency. We were previously told by a lawyer in Mojacar that if my 23 year old had €9,750 in a bank acc medical ins and funeral ins arranged he would get residency even though he did not have a job. But a lawyer in Torrevieja has told me my son would not get residency unless he can prove he has a monthly income as an employee,  self employmed or pension although he would live with us and we would provide for him financially.

We can't sell our house in England if  he can not live with us any advise very much appreciated.

Initially he would be living off the €9,750 and obviously look for a job whilst out there but would have private medical insurance set up and funeral insurance living with us rent free so would not be reliant on Spain for anything. As we were told some time ago he only needed the €9,750 and not a regular monthly income it was a bit of a shock.
