If there's a hard Brexit and no reciprocal agreement covering the topic, you would need an IDP - international driving permit

This from Goldcar's Web site, others I'm sure will say similar:

  • If you are from the EU and picking up in the EU, you only need your country’s driving licence, except if your driving licence is not in latin script. If it is not in latin script then you need an International Driver’s Licence as well as your country’s driving licence.
  • For customers of the following countries, the country's driving licence is also accepted if it is written in the Roman alphabet (goes on to list the rest of the world to which UK would be added)
So while IDP's (might!) become relevant to residents they will not be required by visitors hiring cars.
