I flew into Alicante early July and it wasn't being asked for, also no one on this forum has come across this or I am sure that they would have flagged it up.

There was a long discussion on here when this was first heard of.
In theory this is just one of a number of things that border control could ask for but in practice they rarely do.
I think that we all came to the conclusion that it was a bit of the press scaremongering.
