Hi, you would do it through the local police station. Normally through a solicitor which we did when we purchased our property but you can do it yourself. You do need to speak spanish if you do it yourself though. Hope that helps.

Playa Flamenca Town Hall near Mercadona.Not sure how easy it is but it is the cheapest option if you do it yourselves.We used an intermediary who took us to Elche it took us about 2 hrs and cost 75 euros each....

Sorry, but I disagree that local police stations can issue NIE's. It's the national police, like the one in Orihueloa, who process them. There is a national police station in Torrevieja, but I don't know if they do NIEs.
Some things can be done at certain town halls, but I'm not sure who does what.

Hi Raina, yes, NIE's have to be applied at the National Police prior appointment, the nearest to you would be Torrevieja or Orihuela town;

You'll need to go to elche to do it.
We used an English guy whose business is nies and car registrations. It was painless. Message me if you want his details.

The only other thing you need is a Modelo 790 form stamped by a bank to prove you've paid the €9.45 fee, otherwise they'll probably give you a blank form and send you away. It may be that the police will process the payment now, but this certainly didn't used to be the case.
The paper form is a triplicate self-carboning one, which you can ask for at the enquiry desk without an appointment. Or you can fill it out online and print copies:
