Hi. A family member who is visiting will need to take an internal flight from Alicante to Madrid. Will they be required to fill in Locator forms, show proof of double vaccination etc.

Not on an internal flight, the SPH requirements are for flights into Spain.
However, personally for peace of mind I would make sure I have forms available on my phone, as Spanish bureaucracy can still surprise.

There is no problem and nothing is needed for flights within Spain. I have done several recently to Bilbao and Coruna via Madrid. No one asked for anything, but as suggested take a few things with you.
Just don't expect to see any social distancing anywhere. Just wear a mask.
