I believe the UK strategy is dictated by the current situation with regards to the highly infectious strain that is widespread in the UK at the moment. Giving some protection to many is seen as better than giving half as many fuller protection. Only time time will tell if this approach works. I don't see any government pressure to follow one path or another, it seems to me to that in this instance the government are following scientific guidance.
The level of vaccination rollout in the UK is impressive and I hope it continues.

In the U.K. we are very fortunate that vaccinations are being carried day and daily. It’s actually happening and naturally everyone wants to get theirs, it’s human nature. We are still in January and what a start to a new year. People in Spain are also being vaccinated which is wonderful news. Now we hear that Spain is including non residents and all people who aren’t on receipt of free health care which is a massive relief.
Bit by bit, we are moving forward. Those of you who are worrying about tourists must accept that everyone entering the country will be Covid-19 free as they will have been tested before arriving.
