Steve, that is one possibility as the mention of hope for the Quarantine to be 'over' before September tends to suggest she may have a trip abroad planned for after that date.
The title of the thread, however, is 'Masks' and I was wondering why that was so .
Hopefully Deborah will respond with more details.

Oh yes! Sorry for misleading! Felt safer in Spain as masks worn everywhere,
Sanatizing in shops restaurants. I am hoping uk gov drop the 2 week quarantine before September , we want to visit our new property for few days . As a nurse I wonāt be able to isolate for 2 weeks š¢

This Quarantine period ,which is the second one so far, occuring so rapidly leads me to suspect it is Politically motivated, rather than based on the scale of contagion in Spain. Remember that final Brexit negotiations and trade offs are still in motion !
The UK Governments will be under intense pressure from Spain and the Tourist industries, not least Airlines, to amend the scope of this present ruling . It is notable only a junior Health Minister is currently making the media announcements indicating Matt Hancock must be very very busy dealing with the issue.
August and September may prove a very different case

linking the latest change to Spanish travel to the Brexit negotiations is a new twist I had not heard before. Who knows, it's a good theory anyway.
Re Matt Hancock, I suspect he is away on holiday as the MP's broke up last week. If he has gone away it is probably not to Spain!
I don't think they will change the overall travel advice until the current infection rates in Spain drop. They may make travel to certain regions possible, especially the islands but again it will depend upon how the infections spread. We are booked to come over end of September but who knows.

Aitch, there has been so many twists ,turns, and u turns in Government Policy during this Pandemic that virtually nothing can be relied upon as being definite for any appreciable amount of time.
I did note that Fishing rights were one of the main stumbling blocks in the current Brexit talks and the latest meeting discussing this matter between EU countries was held on Friday. The next day this Quarantine bombshell was suddenly announced.
There may not be a connection but who knows what goes on in Diplomatic circles.
Hopefully all will be well for your trip in September.

LeckyLes. Just a thought, but if it was politically motivated surely it would have been more productive to include the other countries where there has been a spike in the infection rate. Those countries being France and Germany.
