Yes you still need to fill in the Spanish locator forms and as long as you have proof of double vaccine that’s it to enter Spain.
Coming back into the Uk, I believe at the moment you still have to have a preflight antigen test (lateral flow) within 72 hours of departure and a PCR on day two on your return to Wales and of course you have to fill in the UK locator form.
That could change as the other devolved governments normally follow England and by the end of October you could be on the same footing as England, keep an eye on the Uk gov sites for any up to date information.
