''As the post says, if you are over 65 you can go to a DGT office without a prior appointment''.
However, on the DGT page they added words to the effect, ''except for Brits, changing their licence''.
I had difficulty finding a page which included a drop down for the ''UK, GB or Reino Unido''.
I downloaded and completed the form, which did not mention the Psycho-Medico test certificate requirement.
Alicante citas were ''complete'' (fully booked), but I took a cita at Elche the next day 21/3/23, with my first call.
Everyone, from the doorman on, were very helpful. Most staff spoke sufficient English and they dealt with over 50 people from 9am to 2pm.
I saw both the public with their mobile phones, and staff using their online translator.
At my 11am cita, I had everything except the Psycho-Medico certificate. They told me I had time to go to Elche centre & back, to get the certificate before 2pm. The R4 bus passes every 40 minutes, and the same helpful bus/driver took me back from the same city centre stop, on his next circuit. There are various centres around av la Libertad in Elche. El Pla Medico centre was very efficient for 25 euros.
I paid 28.87 euros with my credit/debit card at the DGT.
I exchanged my UK licence, received a document with which I can drive, and expect my licencia by post.
Make sure your postal address is completely correct on all of your documents!
There is a nice helpful cafe next to the DGT too.
The 90 bus from Alicante bus station passes through Elche & afterwards arrives near the DGT.
There are gaps in the Elche-Alicante 90 service, to suit working hours, but other buses leave from Elche bus station.

The most difficult part, was getting the government ''multifunction'' 060 robot to understand Spanish.
Be prepared at 9am to use the keyboard, or hope that a human intervenes.
Saying ''Canjear, brevite/permiso/licencia de conducir, inglesa a espanola'' did not work,
when I subsequently asked for information: it just texts you a link back to their website.
