IDPs are simply a translation of the UK licence, they're only valid when presented along with a valid UK driving licence. However, British tourists don't need an IDP to drive in Spain, unless they only have the old-style paper licence; some car hire companies are also asking for IDPs, even if a UK tourist has a photocard driver's licence.
The subject of this thread refers to UK citizens who are resident in Spain, as they are required to exchange their UK driver's licence for a Spanish one within 6 months of moving here. Following Brexit, there was no longer an agreement to do a straightforward exchange of licences, so some individuals pursued the only other option, which was to take a Spanish driving test. Whilst the British Embassy has now confirmed that agreement has been reached on reinstating the exchange procedure, a date is yet to be confirmed for when this agreement will be finalised and rolled out to UK citizens resident in Spain.
