Firstly you need a compatibility certificate from your local town hall. Not all town halls want more rental properties so this is not guaranteed.
If you do get one, then you can begin the procedure for applying for a Tourist Licence, there are many companies that will help you with this --if you google Tourist Licence and your town, you can read through the replies

Hi Bella,
Just to add to El's post, if you're successful in obtaining a tourist licence, you have to display a plaque, with your unique licence number, outside your property - it's usually next to the front door. You also have to register with the Guardia Civil's registration system, completing it with the details of each of your guests when they check in.

This link gives you official information and property requirements
Pop into the Town Hall and ask to apply for the Compatibility Certificate. You will also need a valid ECP and habitation (first or second occupancy) certificate. Without a Compatibility Certificate you cannot apply for the Tourist License. You can download the application form in the above link. Most Town Halls charge for issuing the Certificate needed but the application (to the office for tourism in Alicante) is free.
Once you have your License you will need to purchase the official plaque and complaints forms, register with the Guardia Civil for login details for registering your guests. Tax return every quarter and tax payable immediately. If a non-EU resident then tax is 24% of gross rental, if an EU residnet then 19% of net (limited allowances).
