Hi Caz,
I don't think there's a definitive answer to your question. There are a lot of PHI companies, but no brokers to trawl the whole market for you, only agents who represent one insurer, so you have to do a fair bit of leg-work yourself.
Alfonso from Gran Alacant (he advertises on this forum) gets good reviews, so probably the best place to start.
I'm with ASSSA, through Jennifer Cunningham agents in Benijofar, and very happy with them. Ultimately, I don't think anyone can say their insurer is "the best", until they've had to make a claim.
