Hi,can you tell me can I apply for a SIP card if I am not receiving my UK government pension yet ? I have a property in Rojales and I am non Resident.

Assume you are on the padron? If not sign on - free - take passport & utility bill to desk on first floor of town hall.
Then, armed with your padron, see the girl at the health desk on the ground floor under the stairs, and she'll issue a temporary one - last 6 months and is renewable.
I am now confused, having read many replies from the informative Jim Taylor regarding non residents should not be registering on the padron as he states its illegal and only for residents, I too intend shortly to extend my stays upto 6mnths and wondered about the sip card, which I thought was issued by Newcastle to pensioners leaving the UK permanently. Please enlighten me as I would like some healthcare while in Spain as a non resident pensioner.

Different towns handle padrons in different ways.
In Rojales, they encourage everyone to sign onto the padron even if non-resident, as long as you own a property and have NIE.
SIP cards are issued by your local health provider and community - Torrevieja hospital in Rojales case - for Valencian community, but the cards can be used throughout Spain.
Pensioners leaving UK permanently should ask Newcastle for S1 form which then entitles holder to full health cover & permanent SIP card.
Temporary SIP cards only give you emergency cover at the moment - used to be full and Spain's new PM has said all people will recieve free health care soon.

Do whatever you want, but be aware that signing on the padrón when you're not resident is against the law, and it's you who could be potentially penalised, not the town hall.
You certainly aren't entitled to a permanent SIP card if you're not resident. Proposed changes to the law only affect residents.

Whilst I'm aware thats correct for some for some areas, other towns seem to interpret the law differently and Rojales actively pushes all home owners to get on the padron even though they are not resident.
But only issue temp SIP cards to non-residents of course.

The law states:
El Padrón municipal es el registro administrativo donde constan los vecinos de un municipio. Sus datos constituyen prueba de la residencia en el municipio y del domicilio habitual en el mismo.
