So have you personally already been to the Guardia Civil station and registered with them and obtained your personal log-in details? You cannot just log on and do it, they need to set up a link for your property first which is unique to you. If you haven't done that then you need to contact the local Guardia Civil station to make an appointment. You need to take your passport, your NIE and your license with you. They will complete a form and provide you with your own log-in details which will be on the form. If you already have your logins then the step by guide is below.
Out of curiosity, what town hall area are you in? Glad they were fast with the Certificate of Compatibility. Some are taking forever or not doing them at all so people can't apply for their licenses as can't get the Certificate.

Enter your personal code and password and click ACEPTAR
On the new page you will see a menu top left - click on second one down: Gener parte viajeros
That brings up the page where you enter the guests details and the order is:
fecha de
entrada / date arrived
Pais de Nacionalidad / nationality (British is Reino Unido)
Tipo document / Type of document (pasaporte)
Numero de document / Passport number
Fecha expedicion / Issue date
Nombre / First name
1 apellido / Surname
2 Apellido / second surname (so leave blank unless a Spanish name with 2 surnames)
Sexo / gender
Fecha Nacimiento / date of birth
Once you have entered the first person's details click AGREGAR and it will show as saved in a box that appears and you can enter the next person's details. Continue until you have done a form for all guests over 16.
Then press ENVIAR to submit all the forms.
You can then bring up two pdf forms to print, a summary and a copy of each guests details - print them all for your files.
LIMPIAR clears the form of all details if you make a mistake.
Oddities to look out for!!! :
You need to enter the details no later than 24 hours after arrival - so either the day they arrive or the following day.
If you choose Reino Unido (United Kingdom) for the first guest it will still show in that box that after the first form is submitted, but you actually have to select it again as if it were blank! Same for Pasaporte - you have to re-select that for each guest even though it still shows.
All dates must be entered using this format 07/07/2020 (using today's date as the example)
so always 2 numbers/two numbers/four numbers
never use a dot instead of / as the form wont submit.
Although there are other acceptable forms of ID for some nationalities, for the British there is only really the option of a passport. We keep it simple by getting passport details for any other nationalities as well.
