I'm trying to find out who owns a particular property that has been vacant on our urb for years and not paying community fees.

If you zone in to where the property is on the attached map then you will get the Cadastral reference number. https://tinyurl.com/mvm7nfeh
You can then go to the Property Registry for your area for a Nota Simple , which gives details of the current owner, or request it online from www.registro.es at a cost of €20

The online cost is €9.02 + IVA from:
https://geoportal.registradores.org/geoportal
As you're not the owner, you will have to explain why you want a nota simple, and someone at the Registro will have to decide if your reason is justified before releasing the information.
Wouldn't the administrators have that information?

Indeed - or I'd expect them to be the ones to get it (if they didn't know - but surely they must as I presume they get informed of a sale/ownership change)..
After all, who have they actually been chasing for the past years if not the owner to try and get payment? Or is it that the administrator doesn't want to do what they should be doing!
