Hi can any one tell me if you still need to have a pardon to buy a second hand car ?

What did you do wrong to be pardoned for lol
No you don't need a PADRON to buy a car.
Since non residents are not supposed to be on a padron if it were so then no non resident could ever buy a car yet they do all the time.
Some dealers will tell you you do but they are wrong and if they insist then flip them 'the bird' and walk away and spend your money elsewhere.
To change the registration you will need proof of address but that can be by utility bill (usually electric) or rental contract etc.
