Sorry to hear you got caught for €500.   As others have said it is illegal to tow  a car in Spain.

I would suggest that the police were a bit short of some cash for lunch. My wife was picked out a line of traffic pulling onto a roundabout at round 15kmh. They said she was doing 40. She was the only UK car in the line.

I hope you got a receipt.  Be warned, the fuzz here are not all honest.

Yes I know how corrupt some of the police are in Spain and your probably right they were short of a bit of spending money

We are just towing using a frame down to Portsmouth and onto to ferry , then I will drive the car while my husband drives the van, i rand brittany ferries today and they said we just book van and trailer.,, the spanish police are just as corrupt as our police in UK, they have to get there bonuses by being assholes. 

I am a retired police officer and I still got the fine, I never thought I was corrupt or an arsehole for doing my job just an honest guy doing a very difficult job as the serving officers do now.

I don’t doubt there are corrupt police officers in the UK, but I know for a fact there are a few in Spain, but we shouldn’t tar everyone with the same brush remember we will be guests in their country and their laws are different to ours,  there is good and bad in everyone.

Not all police officers in Spain are corrupt or uncaring.   Last year I got my first ever speeding ticket.    I held my hand up and admitted that I had missed the sign, it was for a reduced speed at a crossroads.   When I told the officer that I had never had a ticket before (I have been driving since 1973) he said, with a smile, that he was sorry but he had to give me a ticket.
