Padron and Suma info

We have recently moved from another area of Spain and have to go onto the padron in San Miguel de S. Is this at the Town Hall? Is it along the main street in San Miguel? Do we need a translator with us? If anyone has recent experience of using the San Miguel office we would be very pleased to hear about it. I'm taking it we need the usual ids - passport, Nies and Utility bill?
We also need to register for the Suma taxes - is this office at the Town Hall too? Do we need anything other than the items above for the
padron with us? Translator?
