Can anyone explain to me what I have done wrong? I have a uk driving licence and have been following the Gov.uk regulations which have kept extending the use of a uk driving licence in Spain whilst negotiations take place regarding swapping my licence for a Spanish driving licence without having to take a new driving test. The latest legislation which I received today informs me that I can no longer drive in Spain until the negotiations have been settled. I'm very confused and upset about this. Should I have applied for a new licence in Spain whilst these negotiations have been taking place? If anyone can explain this to me I would be very grateful. Thank you.

Did you not apply to change your Driving License under the withdrawal agreement?

So did when I got my residency at the end of 200 I but the DGT website was unavailable for non eu nationals which we were following brexit. It would not accept any entries from citizens outside the eu.
The extensions have only been for those who came to live in Spain AFTER 1/1/2021.
If you were living here before that you either had to exchange your licence at an approved centre before 31/12/2020 or if time constraints made this impossible you had to register your intention to exchange with the DGT.
If you did not do this then you could only use your UK licence for 6 months after gaining Residency.
Your only way to continue driving now is to take a Spanish driving test with medical, theory and practical tests.
There has been a lot of confusion about this, me included, so if I have got any of this wrong, feel free to correct me.

My residency commenced on 18th December 2020. I tried to register my intention to exchange at the end of the year but as I explained I could not access the DGT website as was accepting requests from non eu countries. Therefore I was unable to register.
At that stage you would still have been counted as an EU citizen until midnight 31/12/2020.

As both David and Cheryl have said;
If your were a resident before 31 Dec 2020, it was heavily publicised that you had to register your intent to exchange your license, as well as the specific links you had to follow.
This was due to the high volume of applications being received, the DGT announced that they would be unable to process all the exchanges before 31/12/2020, but they would honour all applications made before the deadline.
As a resident you have only ever had six months to exchange your
