You can’t get a passport without foreign birth registration giving you citizenship ( provided your lineage fits their requirements) first. They have currently “stopped processing Foreign Birth Registrations” and no word if or when they’ll restart... see https://www.dfa.ie/citizenship/born-abroad/registering-a-foreign-birth/

It has to be a grandparent (not great grandparent) under Irish citizenship law. If one of your grandparents is an Irish citizen then you could apply for citizenship. If not, you could get them registered on the Foreign Births Register. However, I've just been on the website and they say they are not taking any more names for the register for the foreseeable future and it could be 18 months before they start doing so.

I got my Irish passport as parents both Irish. My daughter has just got hers using her Irish grandparents. She’s expecting a baby and told it will be eligible for a passport too if she registers the birth on the Irish register.

I have waited since January, just received it literally today. They too called my boss, a Headteacher at school to confirm who I was.
