If I manually fill in the locator form and present this at customs will this be enough without qr code

Hi Owen,
If you are fully vaccinated with proof via an EU Digital Covid Certificate, or UK equivalent such as the NHS Covid Certificate (either on your phone, or paper copy), you no longer need to complete the Spanish Health Form for entry to Spain.
