 In mainland Spain, under latest Animal protection rules, (December 2022)  All dog owners must, (or arrange) for their dogs of all sizes for a walk & exercise or failing to do so, may receive a fine (up to 10,000 €).

Although this initiative was launched on 28th December, the law comes into “full”(edit: "fool") effect as of April, today.

That's good news. The dog owners who push their dogs around in pushchairs are not really helping their dogs. Perhaps with the GPS the authorities can track which dogs are pooping on the pavements too !!

Its a strange law. How are they going to know if a dog has walked 10km? I walk dogs as part of my job and some of them struggle with 1km due to various aliments, that's more a potential risk for dog especially in the summer months. But saying that it is Spain so it will be another law that the police actually does nothing about

Fair play to the Benidorm street cleaners because although I don't like Benidorm it is kept clean, during the summer months when there's everything dog poop to human everything possible, they are out and about early keeping it clean with water and doing maintenance
