The town hall. In Sax. Not complicated. Phrasebook at hand. Passport, NIE. Villas

Sax town hall don't seem to have information about what they require or whether they need a prior appointment, but the application form - which you can fill out online, then download and print - is here:

Thanks Jim. In my experience. Just turn up. Mornings better. Normally a 5-10 minute endurance. Rarely a queue. V.
