Hi Sandra,
As the various travel bans stand at the moment and from feedback received by those who have attempted to fly from the UK to Spain in the last week, the traveller with residency in Spain would be allowed to come here, but the one without residency would be denied boarding at the UK end. I've seen similar reports of people being turned away from UK ferry ports as well, unless they have residency in France or Spain. Eurostar crossings to Paris and Lille are also restricted:

Kind regards,

Sandra,
I think there may be exemptions on humanitarian grounds. Speak to the Spanish embassy, they could be helpful
Best wishes

France will allow travellers by road with a Covid-19 test certificate. You are not allowed in the tunnel without one.

Just be aware that there are still restrictions on road travellers into France, details on the link below on who is allowed to travel. This is from the French Embassy in London and I got it via the Gov.UK website.
