I believe this is only for when you fly back to Spain. You quarantine for the 14 days in the uk.

Yes I believe that is the case.
You only need a negative PCR test to enter Spain by Air and sea. This is a Spanish government requirement. Uk gov only require 14 day quarantine currently.
