I can recommend Alfonso of Gran Alacant Insurances who advertise down the right hand side of this page.
Yes, it is compulsory as you cannot gain residency without it and the cost will depend on your age and medical history.

As you are from Ireland and hold an Irish passport, you are eligible to come to Spain as an EU citizen. 

Did you mean to enquire about Torrevieja North and South? Torrevieja north includes the large coastal town called Torrevieja. Moving along the coast you pass Playa del cura, Los Locas , Torreblanca, La Mata. All beautiful areas. A mix of nationalities from Spanish, Dutch, Swedish, Finnish, Norwegian, English, Irish and others. The South of Torrevieja was created by developers and there’s a vast number of houses and apartments all the way along the coast and inland. Traffic jams , both coming and going from Torrevieja are appalling. Most properties are owned by English speaking people. Not sure if there’s a bus service in that area so a car will be required. You will not be lonely as you’ll have lots of English speaking people in shops snd restaurants.  This will probably appeal to you and your daughter. 

Before deciding. Come over for a week soon and check out the area yourself. You are the only person who knows what you really want.

Myself and my husband rented for 6 months in torrevieja so we could look around and decide what area we wanted to buy, it's the best decision, we rented from "sell 2 buy" torrevieja it was around €450 per month for a lovely 2 bed 2 bathroom. Hope you get sorted good luck.

In case your first sentence is misconstrued, being eligible still means applying for residency within the first 90 days only under less onerous terms.

I would def go for North C/Blanca, prettier / greener... just a preference.

Thankyou so much for your response I'm sorry if i wrote up torrevieja it's not particularly there I'm interested in I'd like more near la zenia plays flamenca cabo Roig area i dont intend on driving as I'm very nervous on the road 🤷‍♀️😂

Thanks Sandra yes I will definitely be renting before I buy anything I'm going to rent out my house here in Ireland before I make any decisions it's so important I get the area right. I liked torrevieja but it was a bit too quiet I need to be somewhere lively all year round so my focus now is on la zenia area so hopefully I will find something.

South costa blanca is cheaper north  can be expensive.  Did my homework on this

I notate that no Scots are in Costa Blanca North

Only English which one must interpret as Scotland is merely a colony of England and as such have no rights whatsoever

Think maybe better to burn my UK passport
