I have used up 70 days in spain from 24th April to 3rd Oct. I want to come out again at end Oct for 7-10 days. Still within my 90 days but more than 6 month period. Does the 90 day ruling start again after 24th October or do I need to wait 3 months before come out again? Appreciate guidance

Are you sure your dates are right? I get that as 163 days you have used since April 24th.

The easiest way is to get out a calendar and count back 180 days from the 3rd October. How many of your 90 days have you used in that 180 days.
You always have to count the 180 days backwards from the last day you leave the Schengen Area.

Yes have used 70 days up to 3rd October. 180 day ruling is up on 24th Oct. I am thinking of coming out 31 Oct for 7-10 days. Do the next 6 months start again from 31 Oct or do I have to wait 3 months before come again
The 180 days is a rolling period. You are not permitted to stay more than 90 days in ANY 180 period.

Put you dates into the link I sent you, it will be blue if your OK and will turn red if you have or going to over stay.
