HI HAVE TO GO TO ALICANTE AIRPORT. PICKING UP FRIENDS. ARE YOU STILL NOT ALLOWED TO MEET THEM
INSIDE OR DO YOU HAVE TO WAIT OUTSIDE IN PARKING AREA ?.

I have seen cars awaiting on left side on the ramp before entrance awaiting call or keep driving around until you see them

Yes you can meet your friends outside the arrivals hall no problem.
As the Op said you only get 10 mins or so free at the departure parking area so it may be cheaper to park in the main airport car park, I suppose it all depends on who you are picking up, if they may need help with their luggage etc.

I collected my missus on Tuesday. You are now allowed into the arrivals hall, the notices banning it have been removed.
