Advice please! Is this the time to buy?

I had started the process of buying a 1BR apartment in Torrevieja. Right before we were to sign the contract the neighbor above had a waterleak into "my bathroom" below. So I wanted to wait with signing until it was repaired,  now they say it is fixed but at this moment of course I can not travel there because of the virus and have a look. And who knows when?  what to do? I have a lawyer who can sign the papers but everthing feels so uncertain at the moment and the seller is pushing for a quick answer.

If you allowed your lawyer to sign for you, do you have anyone who would keep an eye on your apartment ? How would you know if the repair has been done properly? I would be worried about further water ingress.

The chances of flying into Spain for a good few months are slim and the world of travel could look very different by the Autumn.

You have to weigh up how much deposit you would lose if you pull out.

Oh, and don't be pressurised by people wanting a quick answer, that is their agenda, do what is best for YOU.

As an earlier poster has said, there could be cheaper properties around in the future and at a time when you would have more control of the process.

It remains to be seen how the Spanish government will view the lower property values which I also think will be inevitable. Will they take on extra staff to impose Complimentary tax on just about every purchase?
Edit: Also, as nobody else will be able to view the property until restrictions are lifted, I think you are in a good position to stall as they are hardly likely to find another buyer. There were thousands of properties for sale before this so the vendor probably doesn't want to let go of this sale as they could be waiting months, if not years for another buyer.

Did you pay a deposit ?

Was it 3000 Euros ?

Will you lose the money if you pull out ?

If you buy the flat, and the repair is not to your satisfaction, what might it realistically cost to fix it ?

This is a numbers equation

It's very difficult to give advice, only opinion. For what it's worth, I would avoid completing on your purchase until you're completely satisfied that the property has been repaired to your satisfaction (a high definition video from the owner might be helpful if it cannot be physically verified by anyone else).  On another point, I reckon that the taxes payable by everyone will increase as the government will be required to pay off massive debt. The non-resident taxes will be increasing for UK property owners anyway as a result of Brexit but my guess is that these could increase significantly beyond the Brexit Effect as the government seeks all means to increase their tax take. Running costs for holiday home owners could become much higher as utility costets could increase too. An imponderable for all of us, but it might be prudent to allow for some extra costs in the future.

Cheaper to buy, perhaps - but higher annual running costs and maybe complimentaria tax could negate any savings in the longer term. No one knows for certain but it may be wise to factor higher annoy l costs into any affordability calculations, don't be seduced by a seemingly reduced purchase price without thinking about the ongoing running costs and taxes.

You could also ask for sight of the repair bill, if any, not just from the flat above but also for your proposed purchase as a coat of paint could hide a lot and photos can lie. Also, in the normal course of things you would have wanted another look at the property, preferably on completion date as there have been some posts on here where purchasers have arrived to their new property to find it stripped bare. If you do decide to go ahead it may be worth asking your abogado to let the vendor know that you will be wanting him or her to do a pre-purchase inspection, I wouldn't ask the estate agent because they will only get paid when the sale goes through so will be wearing rose-coloured specs.

We will/are be in a global recession, in the UK alone it is anticipated that prices will drop by 20% as a minimum due to businesses failing, unemployment and lack of confidence in the housing market.  The banks asked Government to restrict house sales as they have to offer responsible lending, they know themselves the prices will drop so they did not want to be left with properties worth less than their mortgage values - hence the Government stepped in.  When you consider the % of persons buying in Spain are foreign nationals, it is highly likely they will see the same level of impacts to their housing market if not greater.

If you have not signed a contract, I would suggest waiting as you can either re-negotiate if you still want that property, or you will be able to buy a similar property for less or even a larger property for the same money you have now.  Im not suggesting dont buy, just buy a bargain.

Your choice but huge risk at the moment - remember what happened in the 2008 crisis - UK bounced back relatively quickly - Spain took many years to recover.
