I’m sure you’ll need both! Other members will advise I’m sure.
We have a property with an under build, however it was completed before we purchased and has been done to an exceptional standard. We don’t have a damp problem, but, as with lots of properties in Spain, we need to be mindful of humidity. This applies to our “upstairs” also as we are second home owners and therefore, the property is closed up for what could be many weeks at a time 🤪🥂

You'd need a major works license, with architect's plans and costing details.
If the underbuild is intended to be a habitable space, rather than storage, it would have to comply with requirements re headroom etc.
Whether or not it would be damp depends on a number of factors, like the ground on which the property is built, whether or not it is built with a waterproof tanking, and whether or not adequate ventilation is provided.
In addition to the above a reputable builder is a must due to the nature of this work and the disastrous things that could easily go wrong with the existing building foundations. I wouldn't want to be sleeping in there with hundreds of tons of concrete and bricks above my head.
