You can do it at the nearest Spanish embassy or consulate - just look at their website.
To do it in Spain means you'd have to grant someone power of attorney to act on your behalf.
Otherwise, book an appointment here for when you come over, and do it yourself.

Hi maddison6, go to the Spanish Consulate, (Birmingham, London Or Manchester) I did mine in Manchester, took very little time, just make sure that you take all relevant documents. Application forms and which docs can be downloaded from their web sites.

Nie whilst still in the uk please
We did ours at the Spanish Consulate in London a few months ago, after getting quotes from a English solicitor in Spain. It would have cost in excess over €400 for 2 of us. We decided to do it ourselves.
No appointment necessary, just make sure you have the correct documents, the process is very simple. There is sometimes a que outside so it pays to get there early, after a simple security check you are given a ticket (similar to the one you get at the meat counter at Morrison’s) then you are sent to a small waiting room a couple of floors up. Your number will be called and you are taken into a room and asked why you are wanting an NIE number. After a short interview you are sent to the pay desk to pay your fee, I think it was around £7.90 each, (make sure you take cash) then you NIE number is sent to you by email with 10 days. we were seen by a lady called Mercedes, she was wonderful, very helpful.
