Hello, I have copied and pasted this from a previous post on this.
Hi, you have to go in person. You then have to ask for a CITA [appointment] for the following day. Take along your paperwork including an up to date Padron showing that you are Resident and on the Padron in Torrevieja. Age is not a problem. You will then go back the following day at the time stipulated time for the appointment. They will give you a form to go to a bank and pay the small charge, cannot remember but maybe around 7 Euros. They will also then give you an appointment to come back another day with the receipted bank form. You then go to the bank and pay the money and get the form receipted as paid by the bank. You then go back with the receipted bank form. They will then take your photograph on their computer and will give you your bus pass. Sounds long winded but does not really take so long. The bus pass seems to last a year and then you have to renew it. Easy when you have done it once. If you need directions, go to the bus station and go down the hill, it is a fair way and on the right hand side.
I hope this info still stands.

It's not as long winded as the quote that Cheryl cited.
When they give you the appointment, they'll also give you the form to pay at the bank, and tell you which bank(s) to go to.
You need proof of payment, passport, and padrón.
€7 initial payment, but renewals are free.

So why the trip to the bank , with a little common sense it could all be done in house instead of traipsing round the town ..it is the 21st century ….!!!!

It's because town halls in Alicante province sub-contract the collection of taxes to SUMA, which saves them the expense of having to set up an accounts etc department. For minor fees, they rely on the banks to do the job for them.
The alternative is higher council charges.
Hi Sylvia
The office you need for a bus pass is at Ave de Las Habaneras 20, Torrevieja a couple of blocks before the bus station. Think they're open from 9.30 - 2pm. I went 2 weeks ago to renew mine & got an appt for 28 Aug.

Agree, paying while you are there would be so simple and save unnecessary journeys, but like civil servants ( theres a misnomer if ever there was one) the world over they love paperwork as it justifies their existence.
