To all of you who were expectantly waiting for the award of a contract, and the building of a new bus station, and a fleet of shiny new electric buses, it isn't going to happen anytime soon - why? The Spanish court which decides on unfair contract terms has just ruled that the tender put out by Señor Dolon and compadres was anti-competitive, because it's requirement that the successful bidder buys twelve of the new buses from the ayumento (effectively an up-front payment of €19 million), discriminated in favour of larger companies, and against small to medium sized bidders. This is an incredibly stupid thing to have done. Dolon and co will not have been unaware of the anti-competitive nature of such contract terms, but one assumes they were banking on the fact that none of the bidders would challenge the them, but that is exactly what one of the companies did. In my opinion it looks as though Dolon and co just can't help themselves - their apparent avarice and dubious financial dealings in this instance (amongst others), has resulted in a disservice to the people of Torrevieja You can read more about this pathetic and sorry tale via the link veryhelfully posted by Badger below . Yeah I wouldn't go there - you a paid PR for the Ayuntamiento or self appointed? I use the bus station a lot and pay taxes, so stop your nonsense and recognise venality and stupidity when you see it.

How do you mean no skin in the game, Bee?
They were one of the bidders, I believe. If so, surely they did have skin in the game?
That aside, it smells fishy to me. I fully realise councils are not always the most efficient but you would think if it's putting a contract out to tender, surely somebody would have the job of running the rule over it to dot the I's and check the legalities? I struggle to see there wouldn't be.
And if there wasn't, it would seem somebody was very happy to stick with Avanza.
Anti competitive behaviour is widely frowned upon now and I can only say this is the council's own fault.
Having only been familiar with Torrevieja for a year, so a newcomer, I feel the bus station lets the city down and definitely needs replacing asap. I don't think much of the chosen place for it, but that's a seperate debate.
I'd just say hurry up and get the contract sorted and out for tender again. I'd put money on it that Avanza will win it anyway.
One other thing occurs to me.
If the winning bus company doesnt buy the buses, who will? I doubt the council has the money.
Maybe they could lease them? But who underwrites that in the event of a bankruptcy or whatever?
