Does anyone know why the Spanish goverment implemented this foreign visitor law?

Possibly to ensure that foreign visitors (non EU) can prove they have a place to stay if they arrive without a hotel booking, rental contract or proof of home ownership.
This is not a new thing and has applied to non EU visitors for many years. However, I don't know of anyone from the UK who has been asked for el carta de invitacion. It could be that 3rd countries who do not require a visa to enter Spain also aren't asked for an invitation letter from their hosts.

Rules have been in place for over 15years

It’s an EU policy for third country visitors, Ruling applies to any third country visitor entering anywhere in the EU, not just Spain. As part of the ruling, individual countries are allowed to have their own regulations on the means of subsistence required for their visit.

Thanks Lynn, for the info. I wasn't aware it had been law for that long, but I didnt it think it had been really been enforced until recently.

It has always been a requirement for 3rd countries and the UK is now a 3rd country I haven't heard of anybody being asked for this nor the €100 per day.

Once you’ve completed the process, would you consider writing a guide for the forum please.
I don’t think anyone has act been through the process so it would be helpful to know the whole process.
Including information on which form you needed to complete, which police station you had to visit, what ID was required (from both resident and guest). Did you need to make an appointment on both visits as I believe you have to go back a second time to collect the stamped paperwork.
How long did the procedure take and how far in advance did you commence the application.as I know that the original document has to be posted to the visitor, as they have to show the original when they enter the country
Is a separate form and fee required for each member of the party.
Plus any other useful information
Thanking you in advance and good luck with the procedure,
Lynn
