Does anyone know if the Town Hall keeps a copy of Habitation Certificate, issued in 2019. Thank you.

You can definitely buy copies if you have lost the original.
Town Hall would be a good place to start.

I never had a Habitation Cert. But the lady whom we bought the apartment off would have needed one to sell.

Yes she would and therefore a copy should be available.
Maybe go back to your Solicitor and ask them why they didn't give it to you in the first place.

Just to be clear, and I'm not saying it happened in your case -
If a buyers solicitor does not ask for a Habitation Certificate and the seller's solicitor do not provide one, a sale can still go through. ie a sale is not dependent on a HC being in existence.
However, a good solicitor will ask for a HC and if one does not exist will tell the prospective buyer that this is the case.
