Are you in Torrevieja? If so, as long as the property complies with requirements and the community allow holiday lets, then the Town Hall certificate generally only takes a few weeks. Then the License application takes another few weeks. But if you are in Orihuela Costa the Town Hall certificate can take over a year to get and until you have that you cannot apply for the License itself.
Regarding what you need, please ensure your legal rep has done the checks to see if a License is permissible on the property because not all properties can get a License. If renting it out is important to you then these checks should be done before committing to the purchase.
Once you finally have the License there are a couple of other things to do to get everything set up. You will also need a registered keyholding company for check-ins and cleans if you are handling all the bookings yourself.. You will need to obtain login codes for registering the guests, buy you official plaque and complaints books and take out specialist insurance as a holiday rental with public liability cover. It sounds like you are non-resident, so tax payable quarterly, if non-EU resident then it is 24% of the gross rental income.
Remember that in our region you must include your License number in all adverts (inc social media).
