Lettings up to 31 consecutive days are considered as touristic lettings and need special tourist license.

Killjoy, that is not correct. A Tourist License is required if the property is rented out for holiday/leisure purposes regardless of the length of the let. It is the reason for the let, not the length of the stay that determines if a Tourist License is required.
