It takes 12-14 months to get a Tourist license , check for Tourist badge outside of neighbouring property as they might be in Complex, as it helps if property are allowed to rent out, As sometimes Complex have clamped down on renting out properties,

You said "rent", which means receiving payment in exchange for use of the property. It doesn't matter who is renting it, strangers or family, or whether they pay market rate or 'mates rate', if they are paying anything to stay there a Tourist License is required. People can only use your property entirely free of charge if you don't have a License.

Sorry but the legislation says otherwise. Seasonal letting is covered by different legislation (laws 29/1994 and 8/2004), to tourist letting (laws 92/2009 and degrees 206/2010, 22/2012 and 75/2015) and those laws state the definition of the two categories. The laws also define what is included in the rental and what services are provided.
The legislation for tourist letting covers all stays that are for holiday, tourism or leisure purposes; the length of stay can be up to the max stay of an unbroken 90 days allowance for all non-residents. Residential letting or letting to those on limited time student or work visas, does not require a Tourist License. No one (EU or otherwise) can legally stay in Spain longer than an unbroken three months without permission to remain in the country via a visa or residency, so any stay by a non-resident (not on a visa) is classed as holiday/tourist/leisure so a Tourist License is required on the rental property.
It is also worth noting that some holiday let insurance companies limit cover to stays for guests to max 60 nights, so always check the smallprint of your holiday let insurance policy. A different type of policy is required for seasonal and residential letting, also different types of contract required.
Yes, good point about mentioning the tax. All types of rental income are taxable, for non-resident owners that income is declared quarterly. For Those resident outside the EU then the tax rates is a straight 24% on gross, for those resident in an EU country the tax rate is 19% after a few allowable deductions.
