Getting an appointment at foreigners office

Hi, I have been trying to get an appointment at the foreigners office in Calle Arquitecto Larramendi ( replacement of lost TIE), for over a month using the electronic cita previa system, and it just keeps telling me there are no appointments - anyone else had that problem or knows whats going on? I actually visited and spoke to ine of the police guys that always stands out the front and he just said that I have to wait, but after a month of going on there most days it just seems insane. Am I missing something?
