I went to the Police station in Elche to apply for Residencia to see them they said I need to make an appointment but when I ask about an appointment they said they do not speak English can you help?I think I have all the paper work I don't know if this is done in Torrrevieja

You can make an online appointment at Elche, but not - so far as I'm aware - at Orihuela, Torrevieja or Playa Flamenca. For the latter, you need to go along and seek the appointment in person. I'm sure that Nicola will correct me if I'm wrong.
I haven't had time to do a residencia guide yet, but the appointment system for Elche is the same as for an NIE, except that you select CNP - Certificados UE as the reason.

Hola you need to apply online for a appointment with the National Police office in Torrevieja for to get your resident card i think there is about a months waiting time, once you have printed your appointment off take it to the padron office in Torrevieja where they will issue you with a temporary padron valid for three months in order to get your resident card.
