I was in Torrevieja near the waterfall fountain and rang for a taxi. They wanted to know the destination so I told them Los Locos. I was refused and they ended the call. This was in the afternoon. Is this usual practice?

Line A from Hotel Fortuna to Los Locos is €1 according to Rome2Rio. I don't use taxis but if I ran a taxi firm I think I would have turned down the fare as well as they have a lot of overheads and who knows where they would have had to come from to drive you that short distance, possibly further than the ride itself.

It's a bit odd the taxi didn't come. Were you near any of the taxi ranks in town? There is one opposite the bus stop on Ramon Gallud.

I'll know better next time I get into that area. I love a coffee and brandy in the Casino and watch the world go by. Is there a taxi rank near there?

Don't taxis usually have a minimum fare. It shouldn't matter how far it is. It's 2.2 kms so to some it's quite a long way. If you had a wheelchair then it's a very long way and easier than getting on a bus.
