Noisy manhole cover

Can anyone offer any advice? We have a manhole cover in the road outside of our property. We think it is a Hidraqua.  It is driving us crazy as every time a car goes over it sounds like a drum.  We have tried the online complaints form to no avail.  Has anyone else suffered this problem And if so did you manage to get anyone to resolve the matter.  Thank you for reading my problem.

Just about every manhole you see seems to have had rubber or something under it put there by locals to stop it rattling with traffic which doesn't bode well for getting anybody to do anything about it officially.

That sounds like a good idea, but how do I get someone to fix a rubber lining.  Don't really know who is responsible.  Road all breaking up around it.  The road is too busy  for us to try anything.  Thank you all for your comments.

Hi, noise aside, if the road is "breaking" up, & if there is a danger to traffic etc, it would be prudent to inform local police & town hall. As an alternative: 

Years ago in our ayuntamiento (concerning a particular road) was, through a denuncia by the Guardia Civil, taken to the court & forced reparation.
