Hi everyone , is it important / safe to leave water on in flat etc ? Or should we always turn off ? when leaving to go back to uk for few months at a time ?

Check your insurance terms and conditions, I would imagine they would exclude or severely limit any claims if it is left on. What may start as a small unnoticeable leak could end up causing a lot of damage.
I am with Linea Directa and this is an exclusion under water damage:  "Damages caused by freezing or failure to turn the water taps off when the home is left vacant for longer than 96 consecutive hours."

Regardless of insurance T&C's what possible reason could you have for NOT turning it off?

Automatic garden watering is the only thing I can think of and if that's it then you should find a way to isolate that from the rest of the property.
