They sell them in the Chinese warehouses. We've had solar lights on our balcony that were bought from our local Chino warehouse 3 years ago. 4 nice pedestal lights at €7.50 each.

As well as the Chino’s as mentioned by Steve, you’ll find them in Leroy Merlin and there are usually a few stalls at each of the markets selling them. Also have a look on Amazon
