First you need to check whether you need butane or propane. Both will probably work, but the oven and hob burner jets may have been designed for one in particular.
Then you need to choose a supplier. If you intend swapping empties for full ones yourself, then it would be logical to choose a supplier outlet which is closest to you. If you intend to pay a few cents extra for gas to be delivered then, in my area at least, Repsol are more speedy than Cepsa.
You can try navigating the Repsol.es and Cepsa.es websites to find someone who would do the inspection and issue a boletín (inspection certificate), but it might be easier to ask at one of their outlets.
If you've bought a second-hand property, have a look at the expiry date on the orange plastic pipe connected to the regulator. If that's expired, it would be much cheaper to change it yourself than let the inspecting engineer do it.
Having got the boletín, go to an outlet and buy your bottle, or enter into a contract for delivery.
Many people avoid the need for a boletín by buying an empty bottle (going rate €10) and swapping this for a full one. The problem is that in the event of a problem leading to a claim on your insurance, the insurer could refuse your claim if you don't have a boletín. However, it's worth doing for a second bottle, so that you always have a spare to hand.
