WHAT IS THIS CARD

My friend a Irish Passport Holder from Belfast has the card shown and says its a residencia card
It was issued in 2009
Can anyone tell me if it is residencia if not what it is
It's a Residence card of a family member of a Union citizen

This document does has been waived. EU citized can obtain a resident certificate from the police. I never needed one, the NIE number alone is good enough.

If Andalucia still issue them, it should have been renewed in 2014 for a card with 10 years validity, as that card has expired.
