Have a look here scroll down the page,there’s a help line for Defra. I know it says about bringing your pet into Great Britain,however DEFRA should be able to answer your questions re exporting your tortoise to Spain.

I wouldn't think the tortoise will be very happy dragging it's underside along scalding hot areas like tiles, soil or concrete. Cruel to bring it from a cold country to a boiling hot country like Spain........

They could rent a beach hut for it? Install a little aircon unit. Then when he's overheating he could go for a dip in the ocean 😄
But seriously I think you may be right. I wonder how many people keep tortoises as pets here.

Tortoises are exclusively terrestrial and occur on all hot continents except Australia and Antarctica. (but they are slow learners) V

But surely those breeds accustomed to temperate UK climate would not be very happy in the heat?
