If at the end of December we can not exchange our uk driving license and I don’t want to take a Spanish driving test and I get rid of my Spanish car, Question as a Spanish resident can I keep my uk driving license so I can rent a car in the UK.

Yes you can rent in the UK with your licence.

Thank you I have my partners address in the UK.
I could give up my residency or just carry on driving in other counties and just show my passport and brake the law.

Thats very old and very wrong.
DVLA have long accepted, and stated, that non residents cannot have a UK licence updated with a non UK address so no laws will be broken.
"Far easier to register your intent to get a Spanish licence" that's an option which currently at least no longer exists.

We don’t know when we will be able to get a Spanish license other that just keep breaking the Iaw.

If you don´t drive in Spain with only your UK licence, you won´t be breaking the law.
