I had a similar issue last year receiving multiple requests for inspections when I was not at my apartment. This is what I did and how I eventually resolved it.
Firstly, when contacting their customer service number I had the most success using a Spanish SIM. Using my UK SIM resulted in no connection when I was in Spain. Using a Spanish SIM connected every time (from UK or Spain) and there was no charge for the call as far as I recall.

I had no success in getting a response when I emailed Nedgia or completed the webform.
When calling, if you listen to the introduction (in Spanish) you will hear the option to converse in another language - press 0, the next option will list language options that include English for English, press 3.
You will then either be told that no one is available to take your call (you need to try at another time) or a Spanish lady (I think the only one they have who speaks English) will answer the call and ask for your ID details including NIE, email, telephone number etc.
She will not arrange a definitive appointment. You can tell her when you are next in Spain and for how long and you will likely receive an email from Nedgia with an appointment before you arrive or after your planned leaving date. The only solution (except for...see later) is to ring her again and "rearrange".
However I achieved success by recognising that Nedgia use subcontractors to carry out their inspections. The subcontractor's contact details will be on the appointment card that is usually left for you. Our contractor (Alicante region) was Incatema SL. I managed to find an email address for them and I asked if I could arrange my inspection during the week before I left late last December. I received a helpful quick response and was offered a date which I accepted and the inspection was completed on that date. BTW you don't pay the inspector, you will pay between €50 to €70 on your next bill.
